Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

The International Organization for Migration (IOM) is seeking the professional services of a media training and development consultant, ideally from a professional media background to develop an e-learning and taught course to support media professionals and students in West Africa to cover the subject of migration responsibly, ethically and accurately. Students will explore different aspects of migration specific to the contexts in which they practise journalism. Students will gain a comprehensive understanding about national and international laws, policies, terminology and geopolitical trends that govern migration, as well as ethical approaches to cover this subject and the people involved.

The contents of the course will build on an existing IOM media training toolkit available in French, currently used by the Migrants as Messengers Programme. The programme supports migrant returnees to develop skills in communications to raise awareness about safe versus unsafe migration processes and more recently has mobilised a network of volunteers to provide accurate and preventative information during the pandemic. The media training course will also include a module on the media’s role to provide public information relating to COVID-19 and in other crisis situations.

IOM has a long-standing track record delivering media training worldwide to encourage ethical, factual and balanced reporting about migration and migrants. The Organization works closely with national and international media and educational institutions to ensure migrants’ rights, perspectives, experiences and voices are widely prioritised, focus is given to positive coverage about the rich contributions migrants make to societies, and to counter negative, false and discriminatory reports that appear in the news and social media. The Migrants as Messengers Programme is supporting initiatives led by people with first-hand experience of migration who have returned to their country of origin to provide information so others can make informed migration decisions and access assistance before, during and after their journeys.

The programme has championed creative and innovative awareness raising techniques, including promoting interactive, informative activities using gamification, for example. Gamification is an integral element of the training the programme provides and will inform the design, development and content of both the e-learning and taught course. The contents and structure need to include game-based learning elements to ensure the course is engaging and interactive. A gamification consultant will work with the content developer on this aspect.

Scope

The training seeks to advance balanced and accurate reporting about migration in West Africa

and ensure diverse perspectives about this topic are portrayed. The e-learning and taught training courses need to cater to learners’ requirements: language, level of understanding about migration and provide relevant, contextualised information. Therefore, an initial assessment is required to understand learners’ needs and the media landscape across the seven countries in West Africa where the Migrants as Messengers programme is active.

The consultant will have access to previous media training toolkits and research, as well as input from media focal points in the seven countries, and IOM’s branding and graphic design unit based in Geneva. Learning materials will be developed for learners online and for training sessions delivered by IOM media trainers. The design of the course should apply principles of adult learning, stating clear learning objectives, including interactive activities supporting learning objectives.

For the training sessions delivered face-to-face, it is envisaged learning materials will be distributed in the form of a training toolkit, ideally with a game-based element, such as an educational boardgame learners can play to increase their knowledge and awareness about migration. Both online and offline training materials need to be aligned and consistent in terms of content, visual presentation and IOM branding and house style. All materials will need to be produced in French, English, Wolof and Yoruba. Resources will be available for translation.

The consultancy will be overseen by the IOM Media and Communication Division (MCD) based in Geneva, with input from the IOM Awareness Raising Unit in Dakar. MCD provides advice and support on media and public information issues to IOM Headquarters and missions worldwide and delivers communication and community engagement projects. The division is responsible for media relations as well as producing a variety of other public information materials, including official statements to mark special events, fact sheets and press briefing notes on specific IOM activities for both online and offline communication outlets.

Under the overall supervision of the Director of the Media and Communication Division and direct supervision of the Communication Campaigns Specialist, the successful candidate will develop media training online and in the classroom (training toolkit) for journalists in West Africa about migration using a game-based learning approach.

Core Functions / Responsibilities:

• Carry out an initial assessment to determine learning needs and requirements of media in West Africa, working closely with IOM media focal points.

• Design the structure and outline of the course, working closely with the gamification consultant to ensure both the e-learning and taught course are consistent and incorporate game-based learning techniques.

• Develop the contents in English and French of both the online and offline courses, drawing on existing IOM media training, migration policy, research and data, such as the training offered by IOM Essentials of Migration Management.

• Coordinate translation of learning materials into regional languages.

• Liaise with the IOM Online Communication Unit in Manila to determine and develop the most effective online platform(s) to host the e-learning course such as the Migrants as Messengers website, IOM E-Campus and Staff Development and Learning Unit.

• Work closely with the graphic design team to ensure the training is consistent and aligned with IOM branding and house style.

• Ensure the content progresses through the necessary internal editorial processes for review and approval by IOM thematic specialists and is copyedited according to IOM style guidelines.

• Put in place a structured mechanism to allow for and incorporate feedback from internal and external stakeholders throughout the content development process.

• Provide input into the communication strategy for the roll-out and dissemination of the training in West Africa.

• Coordinate printing of training materials.

• Conduct specific training for relevant staff and partners to deliver and promote the media training.

• Perform such other duties as may be assigned.

To complete this task, the consultancy is estimated to take up to a total of 40 calendar days starting on the date of the signing of the contract.

• Learning needs assessment developed in consultation with IOM media focal points and media in West Africa (5 days, delivery 4 September)

• Online and taught course outline for internal review and endorsement (5 days, delivery 11 September)

• Online course developed including opportunity for internal review (15 days, delivery 2 October)

• Taught course developed based on online course including internal review (10 days, 16 October)

• Online course piloted, user feedback incorporated to refine learning materials (3 days, 23 October)

• Training for staff to deliver and promote the taught and online courses (2 days, 28 October)

Performance indicators for evaluation of results

• Learning assessment;

• Training and content plan with game-based learning elements;

• Delivery of the online media training;

• Delivery of the taught media training;

• Regular updates on the progress of deliverables and progress against objectives;

• Adequate and prompt provision of the technical inputs;

• Timely delivery of drafts and deliverables as indicated in this ToR;

Required Qualifications and Experience:

Education

• Master’s degree in Communication, Marketing and Media Studies, Social Sciences (e.g. Humanitarian Affairs, Development Studies, Political Science, International Relations or a related field), or a related field from an accredited academic institution with seven years of relevant professional experience; or

• University degree in the one of the above fields with nine years of relevant professional experience.

Experience

• Professional experience of covering migration topics in the media;

• Practical experience of using digital communication tools;

• Professional experience delivering media training, ideally in West Africa.

Skills

• In-depth knowledge of the media sector globally and in West Africa;

• Excellent research, writing, communication and analytical skills;

• Excellent communication skills in English and French (oral and written);

• Substantial experience in workshop and online media training design and delivery;

• Excellent level of computer literacy;

• Strong organizational skills;

• Ability to understand the organization’s structure and portfolios;

• Ability to work effectively and harmoniously in a team of colleagues from diverse cultural and professional backgrounds;

• Proven ability to produce quality work accurately and concisely according to set deadlines;

• Ability to multi-task, prioritize and work effectively remotely and independently.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

Payment Schedule

First instalment of 20% of the total consultancy fee upon satisfactory submission of the outline of both the online and taught course.

Second instalment of 20% of the total consultancy fee upon satisfactory submission of the online course.

Third instalment of 20% of the total consultancy fee upon satisfactory submission of the taught training ready for print.

Fourth instalment of 20% of the total consultancy fee upon satisfactory delivery of user testing and incorporation of user feedback.

Fifth instalment of 20% of the total consultancy fee upon satisfactory provision of training for staff to deliver and promote the online and taught courses.

A breakdown of the costs related to all aspects of the consultancy (consultancy fee and the assignment deliverables).

The consultant must adhere to the International Organization for Migration (IOM) Data

Protection Principles (IN/138) and maintain confidentiality.

The consultant will be responsible to follow IOM writing guidelines and latest glossaries in all given assignments for accurate translation.
