Internews’ Digital Rights programs advance the digital safety of human rights defenders, civil society and journalists, advocates for digital rights and protections for the world’s most vulnerable populations and works on safeguarding online civic space.

We focus on local and regional needs and connects them at the global level to demand an inclusive, safe, and open web. We seek to build comprehensive knowledge, understanding, and analysis of online harmful speech and its impact on online and offline civic spaces. We aim to counter the impacts of online harmful speech by engaging with social media platforms, journalists, and civil society organizations working on the ground.

We are increasing the knowledge and capacity of local partners and building faster and more potent interventions to bolster civil society, by promoting digital platform accountability and developing training and opportunities for local actors to document online harmful speech trends and their impacts, and advocate for local and transnational solutions.

Throughout the assignment, the consultant will be required to maintain confidentiality and work in close coordination and ongoing consultation with the project team as regards evaluation design and stakeholder engagement.


Internews seeks a skilled Monitoring, Evaluation, and Learning (MEL) expert with a strong understanding of social media monitoring projects to join our Multi-Regional PMU team as a short-term consultant to develop a theory of change that more clearly articulates our project strategy moving forward. Internews does have an organizational Theory of Change, which should be used to inform and guide this development.

We also seek to establish a MEL framework, initially with a smaller number of indicators but with scope for additional indicators to be included over time as the project activities expand.

The Consultant is expected to adhere to the following reporting requirements: He/she will be reporting to the Senior Program Officer and Senior Program Associate on biweekly basis through e mails, or MS Teams calls.


This is a remote-based, short-term consultancy. The assignment should be implemented during the period of March to June 2022, with 50 working days.

All remote candidates will be considered. However, you must have work authorization in your location that does not require sponsorship from Internews. Additionally, there are locations in which Internews is not able to support fully remote work.

Theory of Change

  • Desk review: understand existing donor-funded technical strategies, achievements, challenges, and lessons learned through review of documentation and discussions with staff and other stakeholders;
  • Design a realistic plan for developing an overarching theory of change with a focus on future developments;
  • Establish the pathways of change;
  • Plan and facilitate theory of change development sessions;
  • Draft an overarching theory of change write-up/narrative and visuals/diagrams, including visuals for selected pathways of change.

Monitoring, Evaluation and Learning (MEL)

  • Inception Report detailing methodology to be used. Action Plan with clear deliverables and timelines;
  • Propose the most appropriate Conceptual Framework for MEL, which will include (but is not limited to) the following: Identification and collection of all relevant data, sources, and methodologies; Data processing and quality control model; Performance indicators to measure progress in implementation; Procedures for reporting and collecting performance indicator data; Procedures for data communication and dissemination; Propose governance structure for the suggested MEL framework;
  • Propose a pathway describing all steps for implementation of the proposed Framework, including responsible focal points, a timeframe, and any related costs;
  • Develop technical guidelines for MEL activities including baselines, goals, and standard indicators;
  • Support Senior Program Associate in design and setup of MEL database.


  • Theory of Change plan and schedule;
  • Theory of Change development sessions agenda;
  • Minutes documenting input provided by participants from the workshop/sessions on Theory of Change and significant discussion points;
  • Theory of Change write-up, including for specific pathways of change with a view to future programming as well as a specific Theory of Change for Internews’ current project on online harmful speech – this will include a draft to allow for a round of revisions and then a final product (potential applicants should consider including an opportunity to review the draft in-person with key Internews staff);
  • Theory of Change visuals/diagrams, including for specific pathways of change;
  • MEL plan and schedule;
  • Write-up of MEL framework, pathways, and technical guidelines.


  • Minimum 7 years of professional experience with examples of projects relevant for the ToR;
  • Demonstrated experience designing theories of change and articulating theories of change in writing, visually and in results frameworks;
  • Strong experience in quantitative and qualitative methods and analysis;
  • Experience with the usage of various systems analysis methods and techniques would be considered as advantage;
  • Understanding of social media monitoring projects, direct experience with projects focused on harmful speech, misinformation/ disinformation, rumour tracking or digital platform accountability a distinct advantage.
