ROLE PURPOSE:

As a member of the Senior Management Team (SMT) in the CO (CO), the Advocacy, Campaigns, Communications & Media (ACCM) Director shares the overall responsibility for the direction & coordination of the CO & the North Africa Migration Initiative. The ACCM Director in his/her capacity is responsible for providing leadership to ensure excellence in our public & private facing advocacy, campaigning, media, & communications on the situation of children in Egypt & North Africa as well as our longer-term development work.

Egypt CO: purpose of the role is to lead & manage the external policy analysis & advocacy strategy development for the CO, supporting the priority programmatic areas, such as child protection & Education, Migration, Refugees & Displacement (Children on the Move). The role will support the SMT in risk mapping, mitigation & management on issues identified as most relevant for the CO, & develop policy analysis & strategic planning in response to those issues. The role also has a responsibility for the capacity development of Egypt ACCM team- with a specific focus on supporting in enhancing the practical skills, experience & knowledge around delivering & leading on the CO advocacy function.

NAMI: The role holder will also support the North Africa region (North Africa Migration Initiative based in Tunis) & the East African Migration Routes Project based in Egypt & other regional initiatives in developing their long-term advocacy strategies & campaign plans with a focus on national & cross sub-regional themes. The role holder will continuously promote child participation & child campaigning by supporting its sustained implementation & impact on influencing policy changes, supporting system strengthening with evidence-based knowledge sharing. Additionally, the role holder will ensure alignment of the global COVID-19 advocacy strategy, objectives & plans across the region & cross sharing experience & learning.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile & be able to vary working hours accordingly.

In order to be successful, you will bring/have:

  • Master's degree in Social Science, Journalism & Media or related field.
  • A minimum of 8 years demonstrated experience in progressively responsible positions at senior management levels.
  • At least 8 years' experience in a humanitarian or development environment, preferably working on advocacy & policy change in Egypt or the Middle East & North Africa.
  • Significant prior experience working in advocacy on development &/or humanitarian issues, child rights, human rights.
  • Experience of influencing & advocacy work including lobbying, policy development & information provision & representation.
  • Excellent skills in advocating towards government officials.
  • Experience of & strong skills in developing & implementing advocacy strategies.
  • Proven skills in media & communication work.
  • Demonstrated ability to develop & lead research, surveys, & other activities oriented towards developing positions & evidence base.
  • Highly developed communication skills both written & verbal in order to establish effective relationships with a wide variety of internal & external audiences including at a geographical distance.
  • Ability to present complex information in a succinct & compelling manner.
  • Fluency in writing & presentation skills in English & Arabic required.
  • Extensive knowledge of child rights &/or international humanitarian law/ human rights/ migration issues.
  • Understanding of UN & donor operations at country level.
  • High level analytical & strategic thinking skills.
  • Cultural awareness & ability to build relationships quickly with a wide variety of people
  • Patient, adaptable, flexible, able to improvise & remain responsive & communicate clearly & effectively under pressure.
  • Experience in coaching, capacity-building & supporting the development of a team, including supporting junior members of staff to deliver high-quality output.
  • Experience in managing risks associated with advocacy & communications in high-risk settings, including in developing risk management plans & mitigation measures.
  • Advanced understanding of Protection issues arising from a conflict setting, impact on protected populations, & implications for humanitarian aid agencies.
