Background:

Breakthrough ACTION Liberia is a cooperative agreement funded by the United States Agency for International Development (USAID) to lead its social and behavior change programming. The vision of the project is to deliver effective quality social and behavior change (SBC) activities in Liberia that will result in improved demand and use of health services for malaria; maternal, neonatal, and child health (MNCH); family planning/ reproductive health (FP/RH); adolescent health; and water, sanitation, hygiene (WASH); COVID-19 prevention and vaccine; and engage communities in behaviors to prevent zoonotic and non-zoonotic infections in line with the Global Health Security Agenda (GHSA).

Breakthrough ACTION Liberia is seeking applications for an experienced and enthusiastic videography consultant to produce the best quality videos and related digital products to be used for advocacy and communication purposes. The position will be based in Monrovia with some travel to counties.

Expected Duration

· Duration of 1 month, with the potential for future work

Expected Start Date

· Immediately after concluding contract agreement

Key Responsibilities

· Production of video (script writing, interviews, videography, editing, audio balancing, subtitling, format exporting, archiving raw and edited work etc.). All videos produced must be of

the highest quality to adequately represent the organization. The optimal standards are: 1080

25p/1080 29.97p or 30p. All material should be shot in 16:9, HD 1080 4K or any recent video

format use by the professional.

· Conduct interviews

· Prepare promotional videos for the web and social media.

· The contractor shall use their own HD quality video camera and professional editing software.

· Edit the footage and audio in line and produce a professional quality package / report / PSA of broadcast quality.

· Record and edit narration/ voice over where needed in according with guidance from relevant key.

· Develop digital content for social media in collaboration with the communication team

· Embed sub-titles in the video as per need.

· Audio balance the final product and convert it in formats for use on radio, web, social media.

· Consent and clearly identify name, title and organization of interviewees, quotes and any relevant details.

· Include appropriate RSS and its partners branding and crediting for the produced videos.

· Archive the edited output in an external hard disk along with professional log and submit to the project.

· Capture different visual perspectives (close-up, medium range, long distance), with a preference for portrait framing, as noted.

· Photos will be technically good (properly exposed, framed, focused, and edits well optimized).

· Complete caption information and other metadata will be embedded in the files, as described.

· The copyright of all video materials produced (raw and edited) taken during the assignment will belong to the project. The videographers will obtain the relevant written consent for video usage from concerned people/authorities.

Required Qualifications

· Bachelor’s degree in journalism, communications, marketing, or a related field.

· Minimum of four years of experience in developing products for social media, including experience planning and managing content.

· Demonstrated experience of conception, production and editing of mini video documentaries and PSAs.

· Experience covering social, security, high level events, humanitarian and development subjects will be an asset

· Experience with UNDP and /or other UN agencies and INGOs will be an asset.

· Excellent knowledge of social media platforms such as Facebook (required), WhatsApp (required), Instagram.

· Excellent communicator – written and verbally. Adept with creative writing and writing for the web

· Strong grammar, punctuation, spelling and proofreading skills

· Proactive and strategic thinking, problem solving, demand prioritization, and flexibility

· Strong interpersonal and teamwork skills

· Multi-tasking and time-management skills, with the ability to prioritize tasks.

· Computer literate especially in Microsoft applications – Word, Excel, and PowerPoint

· Technical ability to set up web-based video calls using applications like Skype and Zoom

· Fluency in English

· Able and willing to travel within Liberia, as needed

· Ability to work effectively in a rapidly changing, fluid environment

· Organized and responsible

· Ability to self-motivate with little or no supervision

· Strong attention to detail

Expected Deliverables/ Outputs

Task: Achievements of Advocacy Core Groups (ACGs)

· Development of concept, detailed scenario, and for the videos

· Once approved, production of a short promotional/ human interest video describing the achievements of the ACGs in 4 counties (Bong, Lofa, Nimba, and Margibi). This may include:

o Interviews of ACG members

o Interviews with ACG beneficiaries

o Highlights of impact and results

o Stakeholder feedback

· Post-production (assembly, sound, processing, etc)

· Develop digital content (30 sec- 20 mins) for use on web and/or social media in collaboration with the communication team

Details of how the work should be delivered

· Production of video (script writing, videography, editing, audio balancing, sub-titling, format exporting, archiving raw and edited work etc.) according to project standards. All videos produced must be of the highest quality to adequately represent the organization. The optimal standards are: 1080 25p/1080 29.97p or 30p. All material should be shot in 16:9, HD 1080;

· Clearly identify location, name and age of interviewees, quotes and any relevant details;

· Include appropriate branding and crediting of ownership for the produced videos.

Responsibilities of Breakthrough ACTION

· Regularly communicate with the contractors and provide feedback and guidance and necessary support so to achieve objectives of the work, as well as remain aware of any upcoming issues related to the performance and quality of work.

· Provide basic information on the projects (reports, earlier developed human stories, pictures, branding guidelines

· Provide recommendations on suitable project sites, stories and relevant contacts.

Payment Schedule **

· Payment will be based on deliverables upon confirm receipt and approval from the project

· A payment schedule will be jointly determined once deliverable are agreed upon.

· Breakthrough ACTION reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs are incomplete, or not delivered for failure to meet deadlines.
