Overview of the position:

The Risk Communication and Community Engagement (RCCE) is main pillar of COVID-19 strategic preparedness & response plan. A working group has been established to design, implement, monitor, evaluate & document the communication & community engagement plan. The MOH, National Centre for Disease Control (NCDC) jointly with UN agencies, INGOs & other key stakeholders are actively involved in implementation of RCCE plan across the country. The RCCE working group is led by MOH & NCDC while co-led by our client having representation of all UN agencies & INGOs working in Libya.

The basic objective of RCCE working group is lead the implementation of a strategy to prevent spread, mitigating the negative impact of COVID-19 on essential health services & overcoming misconception's & rumours related to pandemic in the country. While, the specific objectives are:

  • Develop & disseminate on an ongoing basis key messages on prevention of COVID-19 dissemination through various channels for multiple target groups.
  • Proactively mitigate negative impact of COVID-19 on social cohesion, vulnerable groups, essential health services.
  • Ensure communities are engaged through outreach, tools, mechanisms & enabled to communicate & provide feedback & input to responder's.
  • Conduct, support or commission assessments providing insights on relevant community perceptions, knowledge, attitudes & practices on key behaviours related to COVID-19.

The NCDC is the specialised technical wing of the MOH responsible for prevention of diseases outbreaks, epidemics & pandemics in the country. In the current COVID-19 pandemic the NCDC is playing a vital role in diseases surveillance & public health interventions. The NCDC has a media section responsible for production & dissemination of key messages on public health issues. The current HR at NCDC is overwhelmed with the amount of work. Therefore, to strengthen the capacity of NCDC for timely & quality response in implementing the RCCE plan there is a need for placement of a full time consultant at NCDC. This assignment is essential for ensuring a continuous, coordinated, cohesive & strategic COVID-19 response through implementation of RCCE plan & regular quality reporting. Hence our client in Libya is seeking the services of a National Consultant for RCCE for a period of 3 months, with a start date of 1st August 2020 (tentative).

Role objective:

Under the guidance & supervision of the NCDC Technical Cooperation Director, the consultant will:

  • Facilitate arrangement of all relevant RCCE WG events & meetings.
  • Compile, analyse & update inputs from multiple partners for biweekly reporting.
  • Contribute in assessment including data collection, analysis & documentation.
  • Supporting NCDC’s media engagement activities with the public.
  • Monitoring social media & NCDC website & present for action.
  • Keep an inventory of the activities & facilitate translation of relevant documents.
  • Facilitate conduction of behaviour assessment & keep the RCCE WG informed of the progress.
  • Facilitate undertaking small scale action research to bridge any data gaps.
  • Prepare a monthly RCCE working group bulletin in coordination with Media Coordinator for wider dissemination.
  • Undertake any additional relevant tasks required by NCDC / our client related to RCCE.
  • Undertake analysis of the number & nature of the calls received by the NCDC managed call centre & share the information.

Project reporting:

  • This role works under the guidance & supervision of the NCDC Technical Cooperation Director.

Team management:

  • This role does not have any team management responsibility.

Geographical experience:

  • Minimum of 2 year of experience in Africa (essential).

Qualifications & experience required:

  • University Degree in Communications, Media, Social Science, Public Health, Business Administration, Linguistics or related fields.
  • 2 years of relevant professional experience in public health / social sector analysis & reporting.
  • Strong communication in written & oral in Arabic & English with specific skills in writing progress reports.
  • Knowledge & experience in analysing social media & data from different sources & summarising.
  • Quality oriented, creative, able to work efficiently under tight deadlines.
  • Experience of working with diverse groups of people in emergencies an asset.

Other relevant information:

Working arrangements:

  • The consultant will report to National Centre for Disease Control 5 days per week with the technical support from our client.
  • Work plan developed in consultation with NCDC & our client.
  • Works under direct supervision of Director NCDC with technical guidance from our client.
  • Based in Tripoli, Libya with mobility to relevant intervention areas.
  • The consultant will not represent our client or NCDC or give any statements on their behalf.
  • The consultant will not share any material directly without permission of Director NCDC.
  • The consultant will follow the reporting obligation timeliness & quality.
  • Any material developed during the assignment will be property of the NCDC / our client & should not be used by the consultant for any other purposes.
  • The consultant will be required to follow all the COVID-19 related safety measures.

Expected deliverable's & payment modalities:

The monthly payment / fee will be paid against deliverable's as per the following:

  • Develop & share weekly work plan endorsed by NCDC / our client.
  • Prepare & submit biweekly progress report highlight key achievements based on agreed template.
  • Prepare a monthly bulletin of RCCE working group activities on agreed template.
  • Ensure timely & quality reporting & accurate information for dissemination.
  • Issue the minutes of RCCE working meetings.
  • Share monthly analysis from the COVID-19 call centre managed by NCDC.
  • The payment will be done after 3 months upon the submission of the above deliverable's upon submission of a written report approved by NCDC.

General conditions:

  • Under the consultancy agreement, a month is defined as 21 working days & fees are prorated accordingly.
  • Consultants are not entitled to payment of overtime, all remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by our client the consultant.
  • No consultant may travel without signed travel authorisation prior to the commencement of the journey to the duty station.
