Context: Under the direct supervision of the Chief of Mission (CoM) and in close coordination with the Programme and Policy Support Unit (PPSU) and the Regional Communications and Media Officer in Dakar, and technical guidance of Media and Communication Division (MCD) in IOM Headquarters, the successful candidate is responsible for contributing to the development of and implementing a public information plan that promotes IOM Mali initiatives and interventions with a particular focus on EUTF related activities. This includes assisting in the implementation of creative communication strategies that increase the visibility of IOM Mali’s work and promote an accurate narrative on migration with partners in the government, donor community, media, the UN as well as the general public. Core Functions / Responsibilities: Work closely with the different programme teams in IOM Mali to help build an accurate narrative on migration in the public domain, including in local, regional and international media. This, in line with the Global Compact for Safe, Orderly and Regular Migration (GCM) as well as broader United Nations System agreements and frameworks – all supporting the realization of the 2030 Agenda for Sustainable Development and the need to deliver on the SDGs. Draft in close coordination with the PPSU team relevant public information documents and materials, assist in event organization and support strong and continuous liaison with the Government and donors. Check that the narrative on migration and messaging included in public-facing content is consistent with the strategic aims of the Organization, and bring issues to the attention of the supervisor and/or relevant programme team. Act as a focal point for IOM Mali’s liaison on communication work with/to the UN and other agencies based in Mali. Support effective liaison with the UN Country Communication and Media Group and other relevant actors, contribute to the development of media messages on key migration issues, provide editorial and technical assistance to field missions in specific aspects of media and communications management, and monitor the media and public outreach carried out by IOM Mali. Coordinate the preparation of relevant media content (press releases, feature stories, blogs, video and social media) produced by IOM Mali, and provide editorial guidance on whether they are best suited for publication on national, regional or global IOM platforms. Organise awareness-raising campaigns as and when required by the programmes (i.e. EUTF) in close coordination with Project Manager (PM) and Head of Sub-Offices in Mali. Maintain a national media contact database and good working relations with key regional media actors. Assist in promoting the activities of IOM Mali by providing specific responses to media-related enquiries as appropriate and in close coordination with the Media and Communications Division in HQ and Regional Communications and Media Officer in RO Dakar. Check that media content being produced for IOM Mali follows privacy and protection guidelines, that appropriate informed consent is obtained using the Community Response Application, and follows IOM Style and Branding Guidelines Provide inputs for both IOM Mali monthly newsletters and for IOM’s global newsletters and other communication outputs and support internal communication on IOM’s work, including by updating the relevant intranet sections. Coordinate the preparation of monthly and yearly reports (such as the IOM Mali Annual Report on activities, factsheets, etc.) to help increase the visibility of IOM Mali’s work. Undertake travel on duty to sub-offices in Mali to assist with media outreach, to gather material for multi-media projects, and to provide specific media training to individuals (and teams) as required. Perform such other duties as may be assigned. Required Qualifications and Experience: Education • Master's degree in Journalism or Media & Communications, International Relations, Social Sciences, Law or a related field from an accredited academic institution with two years of relevant professional experience; or • University degree in the above fields with four years of relevant professional experience. Experience • Experience in international journalism and public information; • Experience in community engagement and digital awareness raising; • Experience in the production of visibility materials and graphic design; • Experience in dealing with diverse counterparts from government and UN agencies and civil society and think-tank an advantage; • Familiarity with international organizations; • Experience in working in a multi-cultural setting. Skills • Skilled in reporting, writing and the creation of multi-media content; • Skilled in social media content creation, publication and impact assessment. Languages IOM’s official languages are English, French, and Spanish.
