Context:

Under the direct supervision of the Regional Director (RD), the technical guidance of the Media and Communication Unit/International Cooperation and Partnerships Unit in IOM Headquarters (HQs), and in coordination with the relevant staff at the Regional Office (RO) for the Middle East and North Africa (MENA) in Cairo, the successful candidate will be responsible for developing and implementing a work-plan and outputs to address the media and communication needs of IOM in the region.

This includes supporting the formulation and implementation of creative communication strategies to raise awareness of IOM and its work, and to promote an accurate narrative on migration in the media, among the UN and other IOM key partners based in the MENA region as well as the general public.

S/he will ensure the quality and consistency of the media and public outreach in the region by providing communications and media advice to the RD and Chief of Mission’s (CoMs) in the region, and managing the external communications content of media focal points in the region.

S/he will coordinate the production of RO visibility materials and develop common media messages and lines to take for the use of IOM staff in the MENA region.

Core Functions / Responsibilities:

  1. Assist the RD in managing the Regional Office’s communication activities, developing and implementing an external outreach and communications strategy to raise awareness of IOM and its work, and to promote an accurate narrative on migration in the media, among the UN and other key IOM partners based in Cairo and in the region as well as among the general public.

  2. Contribute to IOM and RO MENA’s overall efforts on advocacy, liaison and communication work with/to the UN and other agencies based in Cairo and in the region, maintaining partnerships with the UN agencies, other international organizations, as well as media outlets and think-tank organizations based in Cairo and in the region in the field of communications.

  3. In close coordination with the Media and Communications Division in HQ, commission, edit and recommend approval for publication of all relevant media content (press releases, feature stories, blogs, video and social media) being produced by Country Office’s (COs), and recommend whether they are best suited for publication on national, regional or global IOM platforms.

  4. Maintain a regional media contact database in consultation with mission-based media and information focal points, and proactively foster relations with key regional media actors.

  5. Ensure that messaging included in public-facing content is consistent with the strategic aims of the Organization and aligned with the 2019 Vision Document.

  6. Support the RO and Country Offices (Cos) by acting as a spokesperson as appropriate and when required, preparing Media Lines to Take for emerging issues including cross-border contexts and crisis/emergency communications. Undertake regular travel on duty to COs to support media outreach, gather material for multi-media projects and provide tailor-made media training to individuals and teams as required. Promote the activities of RO Cairo and of IOM, by providing timely, accurate responses to media-related enquiries in close coordination with the Media and Communications Division in HQ;increase the impact of RO Cairo’s social media accounts, write timely press releases of public interest while monitoring impact in the media;develop audio visual materials along with other creative communication approaches.

  7. Manage, update, and monitor the impact of the RO Cairo communications via IOM’s Content Engine platform while ensuring that the regional website is in alignment with IOM standards and achieving its full potential as a tool of advocacy. Support the development, rollout, and resource mobilization for IOM’s social media listening, alert, and response platform.

  8. Ensure the high quality and consistency of media and public outreach in the region by building the capacity of and providing communications/media advice and support to RO Cairo, Chief of Mission/Heads of Office and Media Focal Points, supporting effective liaison with the UN Country Communication and Media Groups and other relevant actors, developing media messages on key migration issues, providing editorial and technical assistance to COs in all aspects of media and communications management, and monitoring the media and public outreach carried out by the COs.

  9. Maintain a virtual team of communicators/media focal points across the region and ensure members are regularly updated on and involved in public information activities at the regional level;ensure that media being produced has appropriate informed consent and follows Media and Communications Division (MCD) digital protocols.

  10. Collaborate in the development, funding-raising for and implementation of awareness raising campaigns aimed at improving the public perception of migrants in the region and globally.

  11. Keep abreast of global migration-related developments and processes in the UN system, and research, collect and analyze information on regional migration developments and emerging issues, as well as coordinating the formulation of IOM’s related media position.

  12. Provide regional inputs to IOM’s global newsletters and other communication outputs and support internal communication on IOM’s work in the region, including by updating the relevant intranet sections.

  13. Endorse media projects on PRIMA, draft regional media projects, and participate in budget discussions to ensure budgeting for communication activities, staffing and software.

  14. Provide Arabic language support to HQs campaigns, ensure quality control of Arabic media and Public Information (PI) products produced at regional level and organize where requested, the Arabic translation of regular reports and multimedia produced by HQs and the RO (i.e. World Migration Report;Situation reports;migration bulletins, etc.).

  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master's degree in Journalism, Communications, International Relations, Social Sciences, Law or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in writing and editing in international journalism and public information, preferably in MENA;

• Experience in drafting policy documents and concept papers and/or developing institutional strategic documents;

• Experience in the areas of inter-State cooperation on migration, migration governance and migration policy highly an advantage;

• Experience in dealing with diverse counterparts from government and UN agencies and civil society and think-tank an advantage;

• Experience in the field of migration issues, including operational and field experience, IOM project development and management an advantage;

• Experience in international journalism, including coverage of international organizations;

• Proven experience working in social media and Arab speaking countries;

• Experience in the production of visibility material, online communication and social media skills.

Skills

• Excellent skills in drafting, editing and (possibly) graphic design;

• Knowledge of graphic design, web and video production.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge in Arabic is highly desirable. French and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
